- Forecasting the nature, rate, and implications of advances in technology.
- Utilizing these forecasts to identify new opportunities for academic excellence.
- Identifying and evaluating opportunities for joint programs with other institutions, industry, and governments.
- Identifying and evaluating new education approaches.
- Identifying and evaluating new programs that will enhance the visibility and credibility of the college.

It is through an understanding of those organization's needs, processes, and science/technology programs that TFI brings added value to the academic institution.
