Mike Wilson 

Mr. Wilson focuses his consulting efforts on rural telecommunications policy, universal service funding, interconnection, and operational analysis for wireless, competitive, and incumbent local carriers.

Prior to joining CostQuest, Mr. Wilson worked at Western Wireless/Alltel. He managed Wireless Interconnection, focusing on carrier negotiations and reducing the Cost of Service for Alltel’s wireless business unit. Before Alltel’s merger with Western Wireless, his work was related to Universal Service Funding. In terms of operational compliance, Mr. Wilson worked to align the organization with Federal and State regulations pertaining to USF. He also worked on the enforcement of carrier obligations related to intercarrier compensation and Local Number Portability for Western Wireless.

In his 8+ years with Western Wireless, Mr. Wilson also worked within the Finance and Marketing groups, managing a group of Business Intelligence Analysts.

Mr. Wilson also worked at AT&T Wireless/McCaw from 1994 to 1997 as an Analyst in the Messaging Division.
Mr. Wilson has served as an expert and fact witness for intercarrier compensation proceedings in the State of South Dakota (SDPUC) and as an expert witness for proceedings in Montana (PSC) and South Dakota for Universal Service Funding and Local Number Portability matters. He also co-authored papers written in support of policy positions regarding USF High-Cost funding.
